To say that must mean you know someone who did this? (or maybe its just something you have heard), mind you like most say, it is Egypt, its more corrupt now then it was in Mubarak times

"So easy"? I doubt it.
If you are required to have a blood test by the immigration authorities or for a work permit you will be referred to an approved hospital/clinic in Cairo where the chances of getting the results fraudulently adjusted would be minimal.
Getting one for voluntary, pre marital, purposes might be possible if you can find an unscrupulous doctor.

No that's not right Newcastle, for a work permit you have to have a letter from a doctor saying that you do not have HIV, blood tests having been carried out and found to be clear. These I am sorry to say are available from a number of doctors in Luxor.

I spoke further about this with my 'all things Egyptian adviser.' She states that although not compulsory, it is a way, in their way of thinking, that the marriage will be one of ''purity'' having a clear bill of health. I think it a good thing. I doubt that you could obtain one fraudulently, but who knows. The test cost them 125Le each at their local doctors, he/she then sent it off for testing. These results are only valid for six months, after that they have to get a new one done for it to be recognized.

I suppose if you're going to get hitched, at considerable financial outlay, to someone whom, on a personal level, you have little or no knowledge, then it's a sensible precaution to ensure the goods you are acquiring are healthy, serviceable and in good breeding condition.

An interesting comment. So, lets get it straight. There is no truth to the HIV part? OK, came from the horses mouth, so it has to be accepted. The books contents concerned a friend of his, OK, he says so, but the Local council investigations concerning the fraud stated that they had read the book and were dissecting the materiel to see if any new leads could be garnered from what David has written. Ok, so one of them is wrong. But are they correct in their fraud allegations against him? After all, the TV program did state that he had been fined £30,000 for that fact. And if, and I say if, your books are doing so well after the adverse publicity, then you should do the right thing and pay back all the benefits that your rented council properties made at the expense of the British tax payer. Is it correct that you had used multiple names? If so it shows that your intent was to defraud the system. As for your statement as to knowing a lot of the fraudsters living here, well, you would, wouldn't you.
Ruffly about four months ago, an Egyptian friend asked me if I knew who the English man was that was asking a lot of questions about expats living in or around the Karnak area. You doing research for the next book? If so paint a picture of myself as the biggest womanizer in Luxor that regularly pays for a bit of rough and tumble, is a renowned alcoholic, in recite of several UK benefits and is in the Guinness book of records as having the biggest tagger on the planet which he will gladly flash at 100Le per peek. People are quite happy to believe what they read, and I lack the street cred.

As we all know, the common p***k has many terms of reference. Tagger is a northern term, heard a lot in the building trade. Also the spam ram.
