I’m not sure it’s a British legal requirement to have a fit- to- fly certificate in order to travel to Egypt. He was going to Cairo where the Egyptians require a negative PCR test. If he was going to Hurghada there’d have been no problem.
This assumes his “ dying relative” excuse was valid.
Talk of a prison sentence for trying to dupe Egyptair or Egyptian immigration seems a bit excessive. I’d be interested to know what particular statute he was supposed to have infringed.
