Russian requirements to resume flights
I can't see this being straightforward
Inter alia :

Well if it's Hurgharda it's supieor to Heathrow or Gatwick and probably far better than Sheremetyevo International Airport...

I suppose that it gives Russia a solid excuses not to resume flights until it is upgraded, which will never happen unless they pay for it themselves and are allowed to staff it with their own personnel, which will never happen.

The very idea that one nationality is getting a service/facility which is, somehow, safer or better than anyone else is unacceptable....as it implies that there is something deficient about everyone else's.

Ever flown El Al ? from any country, they have their own security wandering around and their own worldwide security
inspectors, usually wearing hush-puppies.
Also Isis (daesh) stays well away from Israel...
Ps: From Wiki. Undercover agents (sometimes referred to as sky marshals) carrying concealed firearms sit among the passengers on every international El Al flight. Most El Al pilots are former Israeli Air Force pilots.The cockpits in all El Al aircraft have double doors to prevent entry by unauthorized persons. A code is required to access the doors, and the second door will only be opened after the first has closed and the person has been identified by the captain or first officer. Furthermore, there are reinforced steel floors separating the passenger cabin from the baggage hold.

I'm all in favour of giving the Russians a separate arrival facility at Hurghada.
Somewhere they can sober up sufficiently to locate their passports, fill in a landing card and negotiate the immigration queue without holding everyone up.
Oh...and so they are sufficiently compos mentis to pick up their luggage before exiting the terminal.
It would also give the ladies more time to slap on their makeup, affix their 6" stilettos and totter out into the sunshine looking so amazingly.... inappropriate!

Never fails to amaze me Newcastle how they can walk about in those heels, especially considering the state of the roads. I would break my neck.

I remember as a teenager that thought he had street cred with his orange bell-bottomed cord hipsters and blue silk blouson styled shirt buying a pair of Cuban heeled shoes. Although the heel base was quite large, the height of the heel, about three inches, soon displayed to me how easy it was to break ones neck. Also at six foot tall suddenly being elevated to six three made me look a right knob. [but I think that was already evident by my dress style] But, no matter how you dressed, those times were the best in life for me.

Newcastle - you've failed to mention the native charm of the Russians and their 'performance enhancement' supplements provided by their government, in this case, for 'touristic athletic performance'.
Who could be failed to be charmed by them? If not charmed then ....drugged.
You (may) assume that disorientation is due to their historic addiction to vodka. Maybe it could be more 'Olympic'?
Two things. First, Gorbachov lost support when he hugely increased taxes on alcohol. Second, Russia is the only country in the 'developed' world where the average age of death for males is less than the age of retirement - and a lot of that has to do with vodka. The average age of death in Russia for a male is 10 years (at a guess) less than Egypt and that is not because Egyptian health service is better.

I must have a blind spot where that's concerned
Considering the safety issues in Egypt & Turkey at the moment I guess Russian sun-seekers are now flocking to their recently annexed resorts in Crimea & east Ukraine.
Any other sovereign states on Russia's southern borders should watch out
