No he's someone else, he was Gov during the Mubarak era and after Mubarak's overthrow he lost his job and was later investigated on corruption charges.
The story that he has been seen in Luxor that he may be returning to his previous post has been doing the rounds for a couple of weeks but no one you speak to has actually seen him, it's all someone told someone who told someone else.

After he left office, and escaped his 15 days of detention for investigation, he went to work for SCAF as a PR person and then got a job as CEO of a private Gulf-based company, some kind of energy company if I recall correctly.

There was a campaign started months ago by some locals to bring him back as governor. I'm surprised the chatter is just reaching you now.

However, the rumors that are circulating outside Luxor are that he will replace Zaazou, something tourism ministry sources deny, saying Zaazou will continue.

Hepzi may not be living in Luxor, but she has a knack for stating the sometimes very uncomfortable truth about those that do. Sometimes distance gives one a bit of detached perspective that is impossible to have when you are staring at your own navel all the time.

It's not so much the 'gossip' element that disturbs me as
CE's reference to 'our City'.

It is not OUR city. We are guests in an Egyptian city - and as such it
behoves us, especially on public forums etc, to be polite to our hosts, and not
to sound as though we know all the answers to some very complex
Egyptian issues, many of which we can understand very little. Whatever
we might think, it is not our business to tell them what to do.
