Word from electric bill?

Can anyone help with telling me what the word directly above the persons name is on the electrics bill? Its naturally written in Arabic but I've been told its says something like 'Shakh ah' but they didn't know the english translation.
I'm kinda expecting it to mean property owner or tennant but am curious and have always been told that the name on the bills is always the legal owner of the property.

Shakh'aa is the word for apartment or flat - Don't know if the bills in Luxor are different, but ours has building number, street name, flat number and the person the meter is owned by. Not in Alex at the mo - so can't check one at hand.

It's not always the owner. I know that for a fact in at least two cases. In one case actually the property was in the name of the husband but when the electric service was first brought to the property it was put in the name of the wife. So it does not need to be the owner. However, having the bill in your name can help to prove ownership I think in disputes.

Phones can be in anyone's name too. I know a house that at one point had two phone lines in two names, neither of which was the owner of the house!

It says shaqqa, which means "flat."
